Clueless is very loosely based on the 1816 novel 'Emma' by English novelist Jane Austen (1775-1817). The novel was well in the public domain when the film was made, and does not credit anyone other than Amy Heckerling as a writer.
Cher (Alicia Silverstone) is 16. Josh (Paul Rudd) is a college freshman, making him 18, give or take a year according to his birthdate. At the time of filming, Silverstone was actually 18 and Rudd was almost 26.

It comes from the French phrase "répondez s'il vous plaît" which translates literally as "respond, if it pleases you" or, more pointedly, as "please respond" or "a response is requested."
