Director Buddy Cooper was a lawyer when he made the original movie, but he'd always wanted to be a filmmaker. He said he read in Variety that 30 percent of all tickets sold at that time were for horror pictures so that's why he decided to make a horror movie. He was planning to make a sequel but the first film lost money due to his refusing to cut enough scenes to earn an R instead of an X. Regardless, he said, "Making 'The Mutilator' was the most fun, most rewarding thing I have ever done," and he's wanted to make another movie ever since. This sequel finally gave him the opportunity.
